INTUNE ENABLEMENT AND MIGRATION FOR FEMA

AVID Systems partnered with FEMA to migrate 25,000 devices from a legacy platform to Microsoft Intune, achieving rapid, secure deployment before hurricane season, saving costs, and setting a DHS record for daily device activations.

Challenge

FEMA needed a comprehensive solution to transition from a costly legacy Enterprise Mobility Management (EMM) platform to Microsoft Intune, aiming to enhance user experience, streamline operations, and implement advanced security measures. The project faced several hurdles:

  • Complex Requirements: The solution had to align with FEMA’s operational needs and DHS's strict technical and security standards.
  • Accelerated Timeline: Migration was required before the hurricane season to avoid renewing the legacy platform and incurring additional costs.
  • High Migration Volume: AVID Systems needed to migrate an average of 389 devices daily, demanding effective stakeholder communication, training, and automation.

Solution

AVID Systems took charge of all project facets, from engineering to user support. Key actions included:

  • Intune Deployment: Ensured compliance with DHS and PIV-D requirements.
  • Training and Enablement: Developed a comprehensive training suite, including videos, guides, and Computer-Based Trainings (CBTs) to simplify migration for end-users.
  • Automation Tools: Created PowerShell scripts and reports to automate batch processing of device migrations, deliver compliance and migration status reports, notify end-users of required migrations and certificate expirations, and provide daily updates to migration and leadership teams.

Results

  • FEMA became the first DHS agency to fully adopt Intune with Derived Credentials, leveraging their EMS licenses to avoid EMM costs and introducing additional security controls.
  • The project was completed on time, under budget, and set a DHS record with an average of 384 devices migrated per day, peaking at 849 activations in a single day.
  • FEMA’s Intune migration was awarded Project of the Year by FEMA’s Mission Support, exemplifying a model migration and operational success.
